i have problem with my out board. have taken it to marine mechanic . have rebuilt carbs and repaced cdi unit still runs terrible no power will not run above 2200 rpm have also replaced impeller in this month long process.mechanic thinks we have a faulty cdi unit that i have just replaced.anyone else had problems like this or have any ideas what could be wrong with engine ?. have also tried seprate gas tank thinking it could be fuel lines or filters and also new spark plugs still no better.need help

Best thing to do is start testing things that you can and then work on what shows up as the problem.
Compression, spark, timing, fuel pressure/vacuum, and check to see if it is sucking air into fuel system.
If it is a spark problem then test the inputs and outputs of CDI.
If everything tests good then you are left with carb problems
