engine problems 40 hp outboard

I have a 1999 40hp yahama outboard motor that is giveing me problems. The motor while running at 4800 rpm will drop down to around 1200 rpm even though the throttle is calling for max speed. when I back off the throttle the engine will pick up speed even though I am throttling down.
When this happens the engine will run normally for a few minutes and then the problem occures all over again. Can anyone point me in the right direction for fixing this problem?

If the overheat or low oil warning is activated the engine go into RPM reduction and reduce RPM'S to about 2000.
If that is ok then it is probably is a fuel problem, have the fuel system checked out
