engine not triming down or up?

I have a 05 Carolina skiff with a 04 60hp Yamaha outboard. The boat has been sitting for about a year n half. I try to trim the motor down but it would not go down. I also try to trim it down by the motor but nothing happen. The relay it clicking but nothing is happen. Does it sound like a elertric issue or a hydraulic issue?

with just the info you provided it sounds like a bad battery or cable.

You can check to see if you are getting the proper voltage to the trim motor when relay is energized and check to see if it draws any amps when energized
