  • Water pump overheating issue

I have a 2004 Yamaha V150, 2 cycle that is mounted on a 21 Shallow Sport with a jack plate. I just purchased the boat from the original owner with less than a 100 hours. With the low usage I replaced the water pump and thermostats (one was stuck open).
I have taken the boat out this weekend and the overheat warning sounded twice. Not on consecutive starts. It appears that when it gets hot there is not water discharging the tel-tale outlet, once I just saw steam.
My concern is that the lower unit does not sit low enough in the water. I am wondering if the pump has to suck water to prime itself. I am going to pull the pump back off and check everything, there was an o-ring on the base that I am wondering seated correctly.
Since this rig is new to me I do not know what the norm is. I also saw mention of a Pressure Relief Valve (PRV) I am wondering if this engine has one and if if were stuck open could prevent the pump from priming inself.
When I run the engine on muffs I have to get someone to hold the muffs tight to increase the pressure to get it to prime.
Any comments regarding what is normal would be appreciated.

The water pump is not self priming and entire water needs to be submerged in water to prime and pump enough water to keep engine cool.
It does have pressure control valve on back exhaust housing of engine.
