Starter will not engage when I turn the key

Starter will not engage when I turn the key after cranking on it several times to get the fuel to the pistons, BUT when I jump the solenoid it engages just fine. Anyone no why? Is there a reset button somewhere?
Here a list of what I changed:

Battery Cables are New
Good Connections
Solenoid New
Fuel from the solenoid good not bown

Also I cleaned the carbs with Carb Cleaner over night and reinstalled correctly but motor will not run at idle. Anyone know why?

Carbs are clean and sealed tight.
fresh fuel
good oil
spark plugs are not new but give spark

Not sure what you mean "wont engage". If the starter is turning over but not cranking engine over then could low voltage to starter, bad starter or bad bendix gear. Have battery and cables tested, have starter tested.
