My 2004 25hp 4-Stroke is "loud"...

I recently purchased a 2004 25hp four-stroke and I'm comparing it to a 40hp four-stroke, which is silent. The 25 seems loud through the exhaust and some say this is normal and some say it's not.... I would best describe it an "exhaust leak" on the port hightest or closest to the cowling. Your help is greatly appreciated! My question is should sound like a typical four-stroke? or a bit loud like a quiet two-stroke??
