Port engine tilt

My port engine all of a sudden will not tilt up. I can hear the motor run when I tilt down(engine is in down position) but nothing when I try to trim or tilt the port engine up. They are 1987 200 hp yamaha. Where do I begin?? Waiting for my service manual to arrive. Loose wire? Bad relay? Where would I look?
