50 yamaha does not *****

hello there I have a early 90,s 50 hp two stroke when I ***** at low speeds after a few minutes I was getting a alarm sound and the motor would start chugging I would have to shut it off for a while then it would go again this is still happening but the alarm has quit but it still chuggs and will not go untill I shut it off for a while when it starts again it seem to run okay at higher rpm I was thinking of changing the impeller to see if this is the problem if any one has any idears let me know thanks.

The alarm will sound if engine overheats or low on oil(if an oil injected model), check oil level and sensors, replace water pump.
