yamaha 150 tlrz tilt trim

Been trying to bleed/fill my tilt trim all day. Up and down manually a bunch of times. When I thought I had all the air out, I closed the manual release and tried it. Trim came up but would not hold, when it got to the tilt it wouldnt go. I believe its got water in it. The rings on top of the cylinders were loose, tightened these up before i started. Is there a way to completely purge the system and start over?
