07 6hp fuel problem

Hi a good friend is having a problem with his *****ing outboard. Starts and runs fine on choke but won't run without it on. Outboard is like new hardly any hours on it and has sat indoors for 2 years. It can't be anything too serious just wondering if any of the experts mights have any tips on what the cause of the problem could be.
