Is this filter my problem?

My boat will run fine under 4000 rpm's and will only run for about 40 seconds at wot. Obviously I am replacing this filter but would you think this is the only source of the problem. Is this filter clogged enought to cause that?

Also the VST tank was serviced by a dealer and all screws were left only hand tight.

what motor is this
have you monitored fuel pressure?
if your VST filter looks like that your pres reg filter prob looks the same

I have twin f115txr. I replaced the filter and tightened all the screw to the VST tank that were left loose by dealer and everything appears to be good now. The body of water by my house I tested it in is not long enought to get up to full throttle for more than about 45 seconds, so won't know 100% until Sunday when I get this boat back out in the ocean.
