Power Tilt Losing Pressure

Tiwce in the past 3 weeks my port side F200 decided to lower itself halfway into the water while left at the dock. Dealer said this is common and I should be using the stop bracket. After I raise the motor, I can stand on the lower unit and it wont budge. Anyone else ever experience this?

Oh, one more thing. There is no sign of a leak anywhere. Could it be low on fluid?
