F115TLRY2000 revs up & down

My 115 fuel injected 4 stroke starts fine, idles fine, hestitates on throttle up, revs momentarily, then dies back to idle. Will cycle like that every few seconds. Runs at idle in gear no problem. New gas in a remote tank, new racor, checked the drain at the injector bowl and fuel pumps out fine. No kinks or fuel line issues I can find. ideas?

Need to have fuel pressure tested, may need to clean VST and injectors.
Try new set of spark plugs.
