2004 f60 tlrc tilt trim problem

Tilt trim only works down at both throttle and Cowl switches.

When both throttle and Cowl switches are pressed up there is clicking noise at relay assembly. It looks like both green and blue wires attach to relay assembly at the same terminal.

So I looked at all wires for possible breaks and found none. COuld it still be
a relay. Can I replace a relay in the assembly or do I have to buy whole assembly.

The green and blue wires should not be connected to same terminal. probably do need a new relay.
