2004 70TLRC hard to start without manual enrichener

I am working on a 2004 70TLRC outboard that won't start without opening the manual enrichener valve. It has the electrothermal valve enrichment system on it. I am assuming that the electrothermal valve is supposed to enrich the system until the engine warms up and as voltage from the running engine feeds the valve it closes. I am also assuming that the key switch being pushed in does not do anything on this model. Does anyone have any solutions?

Clean that carbs and the enrichment system passages

I rebuilt the carbs., fuel pump, & enrichener. (new diaphragms, o-rings, gaskets, needle & seat:m), spraying all passages with brake parts cleaner & compressed air. Still won't start without opening manual enrichener valve.

may need to disassemble completely and soak in cleaner or have it put in a ultrasonic cleaner. Passages must be still plugged
