I finally installed the outboard (Yamaha 90) on my restoration project. After I installed the controls, gauges, and battery; I tested the trim and tilt. I turned on the key and hit the switch and it worked just fine. After I tuned off the key off it hit the switch again and it still worked. My question is, does the tilt/trim always have power running to it?

Yes, the power T/T does always have power - that's why it's a good idea to install a battery kill switch on the starting battery - to kill all power to the outboard, T/T switches, and any accessories that may have been left on. I know of some horror stories about T/T switches becoming energized on their own due to corrosion while the boat owner was nowhere around, or while trailering to/from the boat ramp. You can imagine what the resulting damage could be.
