won't go over 4400rpm

I have a 1991 70hp 2 stroke and it will not go over 4400rpm. It has a prop 13 by 13 pitch. I even put a 13 by 11 pitch and same result. The motor runs good and it top out at 29mph on an Arima Sea Hunter. I cleaned the carbs. Any suggestions? Thank you.

Check cpmpression, check spark at spark plugs. Are you sure tach is accurate and working properly?
