87 8hp seems to get hot

got a 8sh that I ran for about 20-25 min at about 3/4 throttle and rpm dropped considerably, after that time pulled the cowl and motor was fairly hot could only touch it for 2-3 sec on the powerhead around the piston area the engine pees very well and just replaced the waterpump could it be a clogged jacket or a thermostat or something like that

oh forgot to mention it only gets hot on one side if the engine towards the side the sparkplugs face the other side of the motor was probably 20 degrees cooler

If you are sure water pump is 100% ok then probably need to remove head and clean water passages.
