1998 Yamaha stalling at idle/low speed?

I have a 1998 Yamaha which is stalling at very low speeds which is a hassle when docking. I changed the fuel/water seperator and spark plugs
but still have the problem any suggestions as what to do next?

Check compression, may need to remove and clean carbs.
