Yamaha 90hp won't trim up

I've been struggling with this problem for a couple seasons now so figured I'd try to see if any of you guys could offer any help.. The power trim on my 40HP Yamaha outboard motor won't go all the way up. Trims down perfectly but only trims up a little after it's gone all the way down. The trim motor continues to run when attempting to raise but the motor doesn't lift any further. There was a lot of air pressure released once I opened the trim fluid valve. And I tried to bleed the fluid and refill, but that didn't help. It didn't seem to be a fluid leak because the reservoir appeared full. At any rate I'm close to my wits end on this and wanted to see if any of you had any reccomendations.

Bleed air out by lossing the manual release screw and lifting motor up and down by hand (don't use electric trim) and top off fluid each time it's in up position, repeat 3 or 4 times.
