115txrz 2001 115hp 2 stroke carb issue

After having fuel issues, I have torn carbs down and referenced Seloc users manual to reset float heights. Floats seemed to have been off by quite abit, readjusted per manual, now carbs are flooding. Adjustments that I made are apparently off. Per my specs, I have carbs inverted and measure from mating surface to top of float. should be .61-.65 inches. Before I ramble on any more, Am I on track with my measurements and procedure?
