Did you pull the top screw also or just the drain?
You need to pull both and fill till the oil come out the top one. -

pulled screws buy no good. My buddy said that there is a vent plug on top under cowling needs to be opened?Comment

Never heard of one under the hood connected to the lower unit.
Is there a reason you did not give a model # like the top post says to to let everyone know what motor you are talking about?Comment

You would remove number 9 and number 10 in this diagram, number 9 is the vent screw. Yamaha Outboard Parts 1996 90TLRU LOWER CASING DRIVE 1 Diagram
Fill through bottom screw until oil runs out top hole(number9)Comment
