Rev Limiter

Does anyone out there know what triggers the rev limiter and how it should work. I have a 2006 F115txr and my mechanic is stumped. It starts and idles fine but when you throttle any at all cyls 1 and 4 miss. He thinks it may be in the pulser coil but not sure. Covered all the basics new plugs and fuel and even removed and cleaned vst. Fuel pressure good and things seem in spec. Any help is welcomed.

Have you taken the ohm and voltage readings for the charge coils, pulsar coils and ignition coils?
How about the CDI output voltages?
These will tell you if it is electrical and not fuel related if taken at the problem RPM
