watert in drive! help needed

I have a 175 ETXF, discovered it has water in outdrive, came out clean with milky oil, can i repair? how can i find out were its leaking from? i changed the oil, started with muffs and oil appeared milky again. with out being in the water. can the seals on pump be changed without special tools? any advise will be appreciated.

Best to replace all seals, drive shaft seals, shift shaft seals and prop shaft seals. You would need special tools to remove carrier and replace seals.
