2000 3.1 Yamaha 225 will not rev above 2500, Please Help.

I have a 2000 model 3.1 liter Yamaha V-Max with a new powerhead. The motor will not pust my 202 Champion above 2500 rpm. Compression is fine. The dealer changed the O2 sensor, all three fuel pumps, checked the computer, drained the gas and oil tanks, and more. And we still can't figure out what is wrong. If anyone could please help I would greatly appreciate it.

Check the warning system out make sure it's not in RPM reduction.
