1999 15hp 4 stroke water question

Can anyone tell me if water is supposed to come out of the hole in the foot where the shifter shaft goes through, when you have the cups and water hose hooked up to the engine with the engine running? Mine does and I have a very weak stream coming out of the pee hole.

Yes water will come out there, thats normal. May need a new water pump.
