90 ETLK Instrument lighting?

I recently purchased a boat that is powered by a 1985 90hp 90ETLK engine with Yamaha instruments and what looks to be Yamaha wiring harnesses.
The instrument lights don't appear to be working. I checked the bulbs then checked for power at the sockets. There is no power at the bulb sockets.
What dictates when the bulbs are lit?
Does the engine have to be running?
Does anyone have a wiring diagram for this engine?
I have had a factory Yamaha manual on order for 2 months (It's backordered)
Any help will be appreciated.

Should I have 12v at the blue wire just by turning the key on?

The blue can be connected to key switch or it may be connected to Nav light switch on boat.
