1998-225 OX66 - rpm's @ wot

I have a newly rebilt powerhead that I have not been able to get any more than 4200 rpm's at wot. The pre-rebuild would top @ 5300 rpm's @ wot.
The motor runs fine at all other rpms.
I have changed all fuel filters, seperators ,spark plugs and primer bulb

What do I try next?

did you clean/change vst filter?
service/test 02 sensor?

Also, my fuel management guage for this motor(starboard) is running 50% to 100% higher than the port engine.

Do you suppose the O2 sensor is responsible?

I have not refueled the tank yet to see if this motor is actually burning this much more fuel or if the guage/sensor is faulty.

Any thoughts are appreciated?
