Fuel Starvation

I have a 2003 150 hp carb V6. engine runs fine up to about 3000rpm after that motor bogs down when pulling back to about 2000rpm engine runs fine.Boat has never had this problem. Ran fine all summer,and i put lots of hours on it. i suspect it's starving for fuel. Am i on the right track. is there a way to tst the fuel pumps? Can the bulb go bad? or should i go for the fuel filter? if so how many GPM filter should i install the filter that came with the boat is a racor 3213. which i replace every year, but somebody at the dock said it possibally the incorrect GPM.

Yes probably a fuel problem, try running on a 6 gallon portable gas tank to eliminate boat fuel system. Racor filter is fine for your motor, need to replace it and fuel filter on engine.
