Bad starter?

I have a 2004 yamaha 150 four stroke. I think I have a bad starter. The batteries appear to be at 12.4V and when I check the connections at the engine they appear to be approx 12.4V also. When I turn the key, there is a click, but I can see that the teeth on the starter do not move up to engage with the flywheel. There is no movement at all. Is there anything else I can check to verify that this is a starter problem?

Have the batteries load tested and load test voltage at engine to test battery cables.
