2001 200 hp hpdi power trim and tilt

My power trim bleed's off and lets the motor slowly fall. I have tried multiple times to bleed the system and the reservoir always seems full even when the motor is all the way up. the fill cap is tight as is the manual bleed screw. The trim will pick it up most of the way and the tilt doesn't have the ooomph to lift itself. Any thoughts about internal check valves, relief valves or seals to start with? There are no visible leaks. I've followed the "bleeding instructions" as per the service manual and am pretty much stumped now. Thanks in advance for any advice.

Without the pressure test equipment you would have to replace all internal valves and seats.
