2002 90 hp tilt trim problem

I have a 2002 90 hp yamaha 4 stroke , the tilt and trim is working going up but will not work going down. I have tried it at the motor and the control
I can hear the relay clicking on the down side but do not hear the motor kicking in. I sounds like something simple, I hope someone can help me with this problem

If both switches are doing same thing probably a bad trim relay.
