stuck steering

I have a 2000 F50 that has the steering rusted and stuck. Not the cable but the motor. Do any of you know a way to get it to free up without fighting to take it completely apart. This is the first one I have ever seen like this.

You can try applying heat, if get it too hot it will melt nylon bushings and you would have to disassemble to replace bushings.
