2006 yamaha 70 problems

My 70 hp is running on the top and bottom cylinder. The center cylinder is not firing, I exchanged the coils and the center coil is still not firing so I believe I eliminated the bad coil theory. I checked the black wires which go into the black box ( CDI ? ) and could not visibly see any problems. Checked all the grounds I could. What tells the coil to fire? Could a stater be the problem? Could be the pulsor coil or the CDI unit, need to test both.
