85hp 1994 can;t go aobve 2,000 RPM

Model C85TLRS - 1994 85 HR outboard. ANy suggestions on problems with engine cutting out above 2,000 RPM underload? I have cleaned the fuel line to the carbs and the cabs look clean. The fule also looked clean. Replaced the water seperator filter and gas line to outboard (Pump ball etc). The unit runs in Nuetral and can go above the 2,000 RPM but in the water in gear can not go above 2,000 RPM and then cuts out.

What is the fuel pressure supposed to be on this unit?

If it's overheating then warning system will activate and go into rpm reduction(2000 rpm's).
Check compression, check water pump, and clean carbs.
