float stuck in VST 2003 f225 4 stroke

I think the float is stuck in the vst. when I pump primer bulb fuel flows out. Is there a trick to unstick wiuth out taking apart VST? What are some causes of float sticking?

Would a stuck float cause the low pressure fuel pump to run constantly instead of cycling??

Best to remove and clean VST probably stuck due to bad gas and if thats the case pump and filter would need to be cleaned.
