Hard Steering

Any help will be great appreciated. 1987 yamaha 115hp, steering cable is about 3 years old, but steering has always been tight and it has been getting even harder to steer. I disconnected the steering linkage and greased all the possible fittings I could find, but it still is very stiff. Thanks for any help.

Remove the steering cable from engine clean and grease tilt tube, if still hard to steer then replace cable.
