50TLR Tilt/Trim Issue

I have a 2006 Xpress HD17SC w/ a 2006 Yamaha 50TLR. The main issue I am having is that my motor will trim/tilt with no issue when I am stopped or idling. When I am at full throttle my motor will trim and then stop at one point and go no further (assuming when it hits tilt). I am assuming it is a hydraulics issue and the system cannot overcome the force when I am moving, but not familier on how to remedy the situation. Any guidance would be appreciated.

Also RPM and MPH guages not working as well. Just wanted to throw that out there in case someone thought they were related.

Are you trimming it high enough to reach tilt range? It wont hold it's position in tilt range while running at high speeds.
Check to power and ground to gauges.
