1990 250 Hp

I am looking at buying a used boat with a 1990 250 2 stroke, It was apparently rebuilt about 200 hours ago the owner said this season it has overheated twice, he had his mechanic replace the thermostats and it still overheated,
he will sell the boat for the price of the hull , i was wondering if its worth putting much money into it before it should be re-powered. It starts right up has water coming from the pee hole. Should I Put a water pump into it and see what happens ?
