No Power

I just replaced the power head on my 1986 115. It will start and run but does not develope any power when applying throttle. All plugs are getting fire but when pulling wires top two cylinders do not change motor. Bottom two cylinders when wire pulled misses or dies as it should. The top two plugs when pulled are black with oil and carbon. It appears to be running on bottom two cylinders. Compression is good on all cylinders 120 to 130. When running on hose it misfires fairly often. Does this sound like a carb or ignition issue?

It could be carbs or ignition. Dirty Carbs or plugged passages in carbs are the most problem. When you pulled plug wires did you see it firing?
