gear issues

1999 130 hp stays in gear after disengaging the throttle, RPMS rev (4200 - 5000) in nuetral at start. Any suggestions on cause and fix?

sounds like you have a broken/seized cable, unhook both at motor, ensure throttle revs motor and manually engage F-N-R to check lower unit.

would it make it difference if the idle pully stays in the open (forward) postion when the throttle is moved back to nuetral

if it does it shouldnt, that would cause the high rpms. undo cable there and make sure the idler AND cable move freely.
