130 lower unit

My lower unit is off the motor and now in reverse. I need to install the shift rod, but the manual says the unit needs to be in neutral to accomplish this. Can anyone tell me if I can get the unit in neutral without the shift rod installed? I'm going crazy so any information would be greatly appreciated.

Are we talking about the one in the lowerunit.long screw down in the shift dog and move it foward or reverse to get it were its suppose to be should work or pointed pry bar

you should be able to turn it with pliers, just feel for F-N-R.
