steering backet on 200hp 1989

The bracket is really loosing metal and is alarming. How hard is it to change.Is this a job that should only be done by a sevice tech.

The powerhead has to be removed as well as gearcase and upper housing. If it's been in saltwater then bolts may be hard to get out.
