1990 Yamaha 85HP alarm

Is the alarm on the 1990 85HP supposed to sound when the key is on and the engine not running? On this engine does the alarm only sound during an overheat condition? I've tested the alarm by connecting it directly to a battery and it works but I've never heard is go off in the boat.

The buzzer is only activated when an overheat occurs.
