Comparing engine noise

Is it common for a ox66 250 to run extremely loud as compared to a OX66 225. Both engines are 1999.

Pull lower unit and check exhaust tuner.

Can you expalin what that is and what to look for. Is there a part #.

It's the muffler, with a flashlight look for holes.
