1997 225 SWSII EFI cough at cold start.

Both engines cough at cold start.
I usually hold the key in to choke while starting. Starts in 5 secs, then will run for a few seconds and cough and die. This usually happens three times and then runs fine all day. idles at ~1200 rpm until warm and then to 750.

Engines have 510hrs, new VST filters, low pressure pumps, plugs.

Is this normal?

They do take a little bit to warm up, but you are in colder water than we have and I'm not sure what the norm would be in your area. Pushing the choke on a fuel injected or prime start model is not doing anything, the choke on key switch is not connected to anything it's con*****ed by the ECU.
