Steering problems on 90 TLRD

Last year my steering locked up and in trying to free it up I broke the cable so took it and had it replaced. Service manager told me the clearance was too limited so they honed it out to allow more grease to enter, etc. I grease it every year and store it with rod in the engine. This year identical problem. I'm at my wits end. It's a 2004 90 HP TLRD. If there is a way to free the cable up it'd be much appreciated. Thanks in advance, Doug

Spray it with oil, tap on end of shaft to try to loosen.
