1995 yamaha 50/35 jet

my yamaha starts and idles fine, but when you push the throttle down the outboard will not run over 2000 rpm's or so.
it seems like it is in an emergency protective mode, any suggestions appreciated.

If the engine is overheating or if oil level in oil tank is low then it will go into rpm reduction.
