2002 yamaha 60hp overheat problems

I have flushed the entire sysytem replaced water pump and impeller took out thermostat installed new one.have water coming out of weep hole but water gets hot.run motor took off thermostat housing not seeing water circulating through or hitting me...stuck a hose into tube at foot getting water out of thermostat housing and weep hole...please help

Recheck water pump, make sure housing is not damaged, ss cup is installed correctly in housing, impeller and key ok, rubber grommet is ok in housing.
