225 ox66 1998 rough idle and high speed surging

Need help!! I have a 1998 225hp ox66 SWSII with new power head (new rings) the engine runs rough below 3000 rpms and surges 200 rpms up and down at 3600 rpm and above and surges rapidly when around 5200rpms.
I replaced o2 sensor, all low press pumps, VST filter, engine filter, fuel water separator, primer ball, all spark plug caps. Problem continues and the engine will not go pass 5300 rpms. Any help is greatly appreciated!!

run motor with a DIFFERENT hose ,ball and tank hooked to the motor filter to isolate motor from fuel supply, then post results.
